Early Life and Education: Born in 1954 in Michika, Adamawa State, Mamman’s academic pursuits began at Ahmadu Bello University, where he earned his LL.B degree in 1983. He was subsequently called to the Nigerian Bar in 1984 after completing his legal studies at the Nigerian Law School. He continued his academic journey, obtaining a Master’s degree from the University of Warwick, England, in 1987. His quest for knowledge led him to earn a Ph.D. in 1990 from the same university.

Educational and Academic Achievements: Mamman’s academic career took root at the University of Maiduguri, where he began as a lecturer in the Faculty of Law. Over time, he ascended through the ranks and eventually became the Dean of the Faculty of Law. His dedication to legal education extended beyond the classroom, as he served as an external examiner at Ahmadu Bello University and contributed significantly to the establishment of Adamawa State University. Mamman’s academic prowess was further acknowledged when he joined the prestigious Body of Benchers, Council of Legal Education, and various legal associations both nationally and internationally.

Leadership at Nigeria Law School and Baze University: A defining chapter of Mamman’s career saw him as the Director-General of the Nigeria Law School from 2005 to 2013. His tenure marked a period of notable reform and development in legal education. Subsequently, he assumed the position of Vice Chancellor at Baze University in Abuja, a role that underscores his commitment to nurturing the next generation of legal professionals.

Contributions to Legal Scholarship: Mamman’s intellectual contributions are evident through his published works. His notable publications include “The Law and Politics of Constitution-Making in Nigeria, 1862–1989: Issues, Interests, and Compromises.” These works reflect his deep insights into constitutional law and the intricate dynamics of Nigerian politics.

Political Engagement and Recognition: Beyond academia, Mamman ventured into Nigerian politics. His participation in the All Progressives Congress (APC) led him to run for the Adamawa State Governorship election in December 2014. His political involvement was further acknowledged when he was appointed as a Member representing the northeast geopolitical zone and Acting National Vice Chairman North East in the National Caretaker/Extraordinary Convention Planning Committee (CECPC) of the APC in June 2020.

Honors and Achievements: Mamman’s contributions have garnered significant recognition. In September 2015, he was honored with the prestigious title of Senior Advocate of Nigeria (SAN). Additionally, the Federal Government of Nigeria bestowed upon him the national honor of Officer of the Order of the Niger (OON), acknowledging his exceptional service and commitment.
